Given that Pongo and Perdita are familiar with Sora (and in the process retconning the 99 Dalmatians from KH1) it helps with Roger and Anita taking them in, and so they are thrilled to have three new dogs to join their 15 pup litter. When Roger and Anita step out, have Horace and Jasper come in to steal the puppies, scooping up Donald and Goofy with them. There can be a mini-boss battle with both of them and it'd be really cool to include some dog flow motion techniques such as sliding down the banister and whatnot since Horace and Jasper are larger than Dog Sora. Sort of like a giant boss to deal with.
Anyways with the dogs, Donald, and Goofy taken, Sora teams with Pongo and Perdita to travel through London to find them in Hell Hall. In this part, Sora takes the place of Sargent Tibbs with getting the dogs to escape. Because of the power of darkness within Cruella, Heartless are protecting the Dogs and Sora must clear them out. Sora then escorts the dogs out but Horace and Jasper, who had heard the commotion, find them escaping into the main hallway. The gameplay then turns into an on-the-rails chase sequence like the Magic Mountain Train Vs. Rock Titan battle where you have to attack at the right moments to avoid losing health. Eventually this turns into another mini-boss battle and you escape.
Outside, you, Donald, Goofy, Pongo, and Perdita all split up taking a handful of Dogs with them where they'll all rejoin each other in the next town. You must then escort the dogs across a huge area while protecting them against Heartless, Nobodies, and hiding from Horace, Jasper, and Cruella.
When you've cleared this area and you're in the town you have to do some platforming to get the soot all ready. Once that's done it turns into a little sneaky stealth game where you have to get to the truck within a time limit while avoiding losing your soot.
Once you are in the truck it's final boss PT.1. I imagine this is very similar to the T-Rex battle from Country of Musketeers where you have to hit Cruella's car with your Keyblade. Each time she hits the truck it damages it and you fail if it gets hit enough. The battle alternates between Cruella and Horace / Jasper as the truck takes different roads to get away.

Once that battle is over, Cruella, Horace / Jasper crash into the ditch. Thinking they're safe Sora says something cheesy about friendship and power of the heart but then a big Wraith like Heartless in the form of Cruella attacks the truck, halting it in its path. Donald transforms Sora, Goofy, and himself back to their normal forms to defeat the Wraith Cruella Heartless.
The end of the world is the same as the rest of the movie with Roger and Anita taking in all 101 Dalmatians while Human Sora, Donald Duck, and Overly Large Dog Goofy watching from outside.
. Besides, Goofy is already a dog!
