Fairly certain in this case Days is on top because it's 1.5 + 2.5. They're doing them in that order.
That pretty much seals it. The story-wise reasoning has no place here, for BbS it's not the first one.

Release order IS king though, if only just because it was the only choice for too long. KH it's not Assassin's Creed where the story updates yearly. There's too much of a span between games.
I can't accept an order that basically tells me "yeah don't play the first KH, in about 10 years a prequel will come out, play that first for a better experience" (also really debatable)
"We're not talking BbS - KH1, we're only talking Days - KH II". Well, I then think an order that doesn't apply well to every situation is inferior by definition.
