The manager of the Fruitball game in the Disney Town plaza, he comes running for help after Aqua has arrived. When Captain Justice absolves himself of responsibility by conveniently disappearing, Aqua offers her help, and when the Fruitball plaza is cleared of Unversed, Horace promises his Million Dreams Award vote to Aqua.
