In the first game in the begining he never own one he just delived it to Riku. But when Riku's heart turn to darkness the keyblade choose the person with more light in there heart. Being sora
Roxas can dual wield because Sora can dual wield, not the other way around.When Sora began his journey, he only had one Keyblade, so when Riku's heart overpowered his in Hollow Bastion, he lost it. However, in KHII, after Roxas joins with him, he was able to double-weild, because Roxas was able to double-weild as well.
Because he only had the one at the time. He doesn't acquire the second till he acquires Valor Form. Or, you know, Nomura didn't add the duel wield element until the second game because he didn't think of it for the first game.

the answer is too obvious
he's the keyblade master
if the main keyblade: kingdom key, changed its master, then why would any of the other keyblades get weilded by someone, who is not any longer the keyblade master?

Plus without it how can he change the Keychain to have "another Keyblade" if he doesn't have Kindgom Key in his possession?
