To be fair, he does look shirtless with all that light surrounding him. If you actually pay attention to detail though, its quite obvious...you can see the staps on his shirt.

Terra only fights Zack, he doesn't have him as an ally. VENTUS is the one who gets both Zack and Hercules fighting by his side.

Anyways, more sounding like a broken record, Shinra X-2, you should play the way you want to play. You'll enjoy it more, and you won't get the subconscious rushing to get to the character you really want to play as, that will completely destroy the recommended order being the easiest to understand.

Aqua, Terra, Ven sounds so much better though.

Aqua, Ven, then Terra all the way for me XD
