when i first saw this, i was expecting xion, roxas, axel and the moogle to be the only ones in it with some hearts floating around, then i see everyone else except xemnas.

Yes, Xemnas disguised as a moogle because his "sexy body" was"too hot" for the cover.
Either that or he had to disguise because if not Vexen would have gotten ideas
