No it doesn't actually. All things considered, Xigbar is at least in his early 40's mid 30's during KH2, subtract 10 years and he's still fully grown. Nobodies can age, to a degree, but it just doesn't really fit all too well. And like I and others have mentioned, he doesn't have a keyblade which the DS does have.
This one is not even close to being as half assed as that theory.
Like I said before, I really doubt that Braig is a child/teenager during BBS. He's more than likely to be a full-grown adult, which means that no, despite their being a ten year difference, he wouldn't grow a full head. That makes no sense.
But didn't it say somewhere that Xigbar is younger than he appears?

well, roxas was born 14-15.
Even if it did, I really doubt that he's a teenager or so. If anything, he's just a few years younger than he looks, which is mid 30's-40's.
Because Sora was 14-15? Not to mention Ven, who more than likely is the reason for Roxas' appearance.
Braig was a apprentice to Ansem at that time.

That's a pretty weak point. Most Org Members have weapons in that style.
That was Xaldin not Xigbar. And it's more of a saying than him actually believing he should be ten years older.

Very weak point. Xigbar just likes to fool around with Roxas, that doesnt mean he isnt too friendly or anything like that. It's just in Xigbar's nature to fool around and poke fun.

It's weak at best. Nomura has already confirmed that Braig was an apprentice to Ansem the Wise during BBS, and that he saw the other Keybladers whilst being an apprentice. As in, he can't be the DS.
There's also the height issue. DS and Ven are around the same height, and Roxas and Ven are the exact same height. Looking at this image below:

It's clear that Xigbar is much too tall to be the DS, and Braig is no different.

Uh, no, actually, Nomura pretty much said the opposite. He has never confirmed the DS to be a new character, and when he was asked if the DS was a character that has appeared before in the series he said: "Have they appeared… Have they not appeared… I can’t yet reveal their true character."
