Just because someone doesn't insult their master doesn't mean they are weak.
Xehanort had been doing things behind his Master's back or months.
And when Xehanort became Xemnas, he banished his Master.
Honestly, if Xehanort had insulted his Master at that stage, he would have been an idiot.

Terra and Xehanort are very much alike.
