It doesnt really matter if 2.8 is out by next years concerts because the scene isnt going to be in it so it can still theoretically work as a special concert thing then too?

I can guarantee you that this segment will be in Kingdom Hearts III. It seems like too much of an important plot point not to be a cutscene in some capacity.

Furthermore, it also isn't that much of an important plot point that it definitely needs to be put directly on screen. It is already somewhat common knowledge that the Lingering Will still has to play some role and Naminé in the Re: Coded finale already explicitly stated that she found memories and connections to other hearts when restoring Sora's memories, which can perfectly include this little aspect now given during the concert.
In that vein, it also makes completely sense that the Naminé/Lingering Will thingy takes place before 0.2 as when Sora meets the LW in KH 2 it already remembers "Aqua! Ven!". It is an occurrence that happened during the year Naminé was restoring Sora's memories, possibly back to back with DiZ/Ansem the Wise putting his research data into Sora's heart.

Kingdom Hearts III is a numbered title. Because of this, it needs to be as clear and as understandable as possible so every little lore element counts. Sure, people who are knowledgeable about Kingdom Hearts can understand the relationship between the Lingering Will and Namine, however, there’s guarantee newcomers who are going to jump into Kingdom Hearts III as their first game so they need to be informed and understand key plot points to understand as much as possible.
Maybe, The Lingering Will and Namine do communicate but the lines exchanged are vastly different to that of what was shown in the concert hence the exclusivity of the scene. Deleted bloopers if you will.
