Namine was not created in a normal fassion

Kairi's heart is so pure, being a princess of Heart, that she could not become a Heartless...so when she was overtaken by Darkness on Destiny Islands, instead of becoming a Heartless, her heart merely found itself another vessel, within Sora's heart

When Sora unlocked his Heart, and Kairi's was released, Namine was created at the same time as Roxas

The fact that Kairi's heart was inside of Sora's for so long is what gives Namine the ability to manipulate the memories of Sora and those connected to him

if you read ansem's reports in one it states since kairi was a princess she didn't produce a heartless,only a nobody.Her heart went inside sora.
