Well The Chronicles of Narnia explains this.
Aslan made the stars, lands,ocean, then the animals.

Then he chooses some animals to be able to speak and tells those Talking Beasts to treat the non-talking animals better than humans, never said as exact equals and end up being treated as such. So it is natural to allow a talking mouse (larger than most mice) to have a dog as a pet when his neighbor is a talking dog (much larger than the mute dog). And Mickey does treat Pluto better than half the amount of people with dogs do.
