I'm pretty sure Roxas has another heart inside of him (Mystery Girl X) and that'll become a plot point in the next game. Could be wrong, could just be Nomura BS, but it lines up with Nomura's statement that Roxas is a "big secret" and stuff-- I don't think he necessarily meant the circumstances of Roxas's revival, but something about Roxas himself.
As for how and why these Keyblades can be wielded even though they "belong" to others, it's been an established trend throughout the series that the same Keyblade can be wielded by multiple users at the same time because ~magic~. Sora and Roxas wield the same Key for a period of time prior to Sora going to sleep at the end of CoM, and then obviously Roxas and Xion share the same Key during the events of Days, and there's no clear limit given on how many and under what circumstances one Keyblade can be wielded by multiple people. Roxas could very well have Sora's Keyblade for one of his, Xion could also have Sora's, and Sora could have Sora's, and then Roxas's other Keyblade could be Ven's while Ven is also wielding his own. The Keyblade is not physical, it's metaphysical, so asking how it can be in more than one place at the same time is kind of like asking where it goes when Sora doesn't have it summoned into his hand. It's ethereal...~magic~
Given how unclear it is what was going on with Xion's return, though, I do find that case pretty iffy. Unless the Org. just used the exact same data to do a perfect recreation of her replica, which is possible but then it makes the entire foreshadowing plot about investigating methods of placing hearts into different kinds of vessels, which is generally assumed to play into Xion's reconstruction, totally pointless. But, there's your KH3 for you. Dig in.
