I dont think he looks like axel. You might think that cuz he's a red head like terra. As for Xemnas, when he has those yellow eyes like Xemnas, i think he looks more like xemnas then

Yeah kinda. But what does that have to do with anything?

1. Sora looks like Scion from "The Bouncer"
2. Axel looks like Seymour Guado
3. Axel looks like Reno
4. Riku looks like a younger version of Kadaj
5. Tifa looks like Rinoa.
6. Garnet looks like Tifa
7. Rinoa looks like Garnet.
8. Ashe looks like Lightning

All of square's characters look alike. There are a few who differ from everyone else in the series.
EX:

Amarant Coral
Freya
Fran
Eiko
Auron
Wakka...This is still debatable
Zell
I forgot his name, but that cowboy from VIII.

That list took me 5 minutes to write because I had to actually think about the few characters who are different. Everyone else in the series are all just reincarnates of the same archetype.
