Basically, yeah, the only people who appear in Twilight Town in Organization cloaks are Axel and Riku/Xehanort. And the person telling Naminé that it's best Roxas doesn't know the truth is definitely not Axel.

Of course, how do we even know that Epcar isn't just Riku/Xehanort (who does have a lot of scenes with DiZ anyway)? Zane could still be back as Xenmas or at least keep the voice during the flashbacks.

No. One thing I've learned is this: if they replace a voice then they will also replace the flashbacks' voice actor. So players don't get confused or maybe it's just an attempt to hide one's superiority (*coughZANEcough*) to the other. But I think I might actually be OK with Epcar doing Xehanort IF Zane could still do Xemnas, who needs an AWESOME voice like Zane, IMO.
