how strong IS sora's heart(less)?

when suicide-sora stabbed himself in the heart and turned into a heartless he turned into a simple shadow!
why? is the heartless of a man determined by the strength of their heart or by the amount of darkness in it?

The amount of darkness in it most likely determines it. A person could have a strong heart but still produce a Shadow if they had a small amount of darkness (Sora's case).

The strength of a heartless is determined by the amount of darkness inside their heart, and since Sora didn't have much darkness inside him, he became just a simple Shadow.
The strength of a Heart does determined how strong the Nobody becomes.

So I guess Xehanort was naturally strong as a whole if he produced both a powerful Heartless and Nobody
