So, in BBS Ventus and Vanitas had to merge and cross hearts in order to form an incomplete X-Blade...

So... does that mean that all 20 hearts would have to exist and cross inside one body?

Making assumptions, but would that end up with something like...

TerraAquaVentusSoraRikuRoxasMickyIsaBraigAnsemXemnas.....more vesssal's later.....nort?

It was the other way around in BBS. The hearts had to clash and cross (intersect) in order to forge the X-blade according to the Xehanort Reports. Vanitas taking over Ven's body and trying to enslave Ven's heart to his own wasn't explicitly stated to be neccessary by MX, but on the other side Vanitas complained that Ven resisting the fusion caused the X-blade to be incomplete, so it's somewhat arbitrary if both (intersecting clashing hearts and fusion) were needed.

If the method is really the same with the 7/13-version to forge a perfect X-blade that would not only be somewhat ridiculous but also have way more possibilities to fail if several hearts would resist the fusion like Ven did in BBS. Ventus hates the X-blade anyways so he would resist again for sure and I am pretty convinced that all of the seven guardians don't want the weapon to be forged so all of them resisting would yield again only an unstable X-blade. An attempted perfect version, yep, but again incomplete.
