To be honest, most "visual kei" bands put too much emphasis on flair, and not enough on actual music. However, there are definitely some good v-kei bands out there.
Matenrou Opera (I'm really liking them, just had their debut album) -
Anomie
Nightmare (popular v-kei band, they're pretty good) -
the World
JackRose (idk, I like his voice) - Sorry, can't find one of their songs
Acid Black Cherry (kinda hit or miss) -
眠り姫
Onmyouza (heavy metal, and I personally prefer them to High and Mighty Color) -
Koga Ninpoucho
D (has a deep voice, similar to Nightmare) -
Birth
D=OUT (kinda like the SID of v-kei, if that makes sense) -
Myoujou Orion
Merry (not bad) -
Calling
The BackHorn (if they count) -
Wana
Dir en Grey (when they're not doing their "angry gargling") -
Glass Skin
Sadie (same as above) -
Ice Romancer
Abingdon Boys School (pretty good, though they are more "pop" than they use to be) -
Innocent Sorrow
9mm Parabellum Bullet (they're a bit different, and I like their sound) -
Wanderland (Not using the PV, because it's just odd, lol)
ALI Project (if you've heard one of their songs, you've heard all of them) -
Seishoujo Ryouiki
L'Arc~en~Ciel (stick to their singles) -
Daybreak's Bell
12012 (I like them, but nothing "standout-ish" in a while) -
Cyclone
Kanon Wakeshima (unique) -
Suna no Oshiro
These are all I can think of right now, and I'm not sure if all of them count as v-kei, but whatever.
