No, because you kinda make it sound like he can change his name himself. He can request a name change whenever he wants, that's true.

No one has to write a story at this time. That way of getting a name change has pretty much fallen to the wayside. Like Ethy said, it's mainly up to an admin to decide if a change will be done.
