Ansem moves forward again with the flow of time to the point where he tracks the world Kairi had ended up...

By this you mean that he couldn't actually travel forward in time again to the present where he came from and he could only go with the normal flow of time. Is that right?

^that seems to be the idea, even though the dialogue in the English version says "move forward", the implication is there. And it's restricted enough to not be an issue outside of 3D.
