But yeah, his arm is sticking out of his head and he walks strange (like all hacked NPCs) and he will beat you with his head arm.

I suppose so, given the sprite appears to be available to use, although it's only been seen in one or two animations/poses.
The glitch happens because they're trying to overlay Ven's movements with Roxas' or whoever's, except those animations don't exist for Ven.

i saw the video,but it doesnt say how to get him.
well, I think it's only possible with Rom-hacking programs atm.

You could use an Action Replay. That is what I always assumed they used to hack Ven in to the game.
They can do all that because they're just using the movements of Roxas, with the sprite of Ven. Ven never did any of that, which is why the sprite starts to mess up whenever any actions are done that aren't the two the actual cutscene Ven does.

Also, there's really no point in playing as Ven when your game crashes if you do a jump after dodge-rolling. The novelty's there for about thirty seconds and then you'll get bored and go back to playing as Roxas.
I don't think I'd even want to play as Ven. That arm-on-his-head-thing is downright creepy...
