When normally deleting a layer it asks me whether I want to or not, but today I accidentally pressed "Do not show this again", and now I don't get a window asking to confirm whether I want to delete a layer. Is there any way to fix this?

Play around with the options or google it :3 Lol.
I've never seen that window on the Photoshop I'm using. Which version do you have?

This setting should be in the options somewhere. It should be labeled "Ask for confirmation when deleting a layer." or "Do not ask for confirmation when deleting a layer." and should have a checkbox. Make sure it is checked or unchecked depending on what you want. I haven't used PS7 for more than 5 minutes, let alone CS, but there were options like these back in the days of PS5. 
I'm using CS2. I'll have a look around when I start it up next.
try uninstalling it and then install it again. I havn't got it so I wouldn't know but you could try it
