I always thought it was Ultimecia.

I thought the same, too. I mean, she was able put three powerful sorceresses (or two, if you think Rinoa isn't all that strong) under her command. Ultimecia is also able to manipulate GFs to bend to her evil will, and she is able to compress time and nearly transcend it.

I've only played tatics so far, ff wise, but based Tifa's and Yuffie's power in KH, I'll go with Ritz from TTA.
