Anyway... It reminds me somewhat of something, but I can't quite put my finger on it. Aside from that, what is it going to look like overall? So far it's just looking like a horse with a skull over it's head

No offence, but that's what it reminds me of XD

Thats very good actually, but unless the skull is part of the face, I'd make his head bigger

It's digital, I used Illustrator and Photoshop. Scanned in a sketch, then pen tooled it. Um, and didn't use a tablet either. Just the mouse

Sorry, but what do you want us to crit? If it's the design, you might want to tell us more about the character, story ect. Otherwise, we can't crit something that we know nothing about. If it's crit for the way you drew/coloured it, then that's fine, but as far as i can see, it's a very simple technique used.
If it is crit on the actual art, you might want to post this in TM, i think they'd probably know more about this stuff than us.
