Thats just a theory. It hasn't been confirmed. And theres a 50-50 chance of that happening. And yes it would always be Organiztion XIII. In KH2, they had only like six (or was it seven?) members left, but they left it at Org. XIII.

because she was more in the past than the present
i just hope its a new character so we dont get dispointed

and the organisation was split up anyway so it doesnt matter
and i think it will forever be named organisation 13.

and u think she will be more important latter on in next games as because she is like teh only one that isnt dead in the organisation.

Well.. I Read About 358/2 Days And It Says There Is A Fourteenth Member But THe Organisation Remains Org 13 Because Of Details Which Will Be In THe Game .. So There could be a reason Behind It All ..
