Not just that, Hades can resurrect people as well, (well he is Lord of The Underworld, and a god), which is probably why Jafar/Oogie Boogie etc. have returned.

if a heart can be remade it can be put into a heartless
and then the heartless will be reborn into a body
or it can make a nobody full
cause they are just souls and body's no heart
also Ansem put that heartless sign on all artificial heartless
and the dusk also have a wierd sign so does that mean they are artificial
