No, think about it, his height would definetly give it away, and judging by all his expressions in every scene we see him in....I highly doubt it.
Have we ever seen the Superior? Because if he was already seen I must have not known it was him. But Mickey is pretty short.

Most people suspect it being either Ansem or Riku. Ansem because Sora would be surprised that he's still alive and Riku because Sora was looking all over for him... and Riku is Sora's friend.
