Oh, most defintitely Rurouni Kenshin! I mean, come on, first of all, you've got Kenshin, who makes the show worth watching all by himself. Then you've got all the other great characters, like Kaoru, Yahiko, Sanosuke, Megumi, Saito, etc. You've got the awesome fight scenes, Kenshin's inner battle, the love story between Kenshin and Kaoru, the whole samurai aspect of the show, and the fact that the show and manga are both based on an actual historical period. Even Kenshin is based upon an actual historical figure: Kawakami Gensai, who was one of the Hitokiri during the Meiji Restoration. And there are alot of other characters that are based off of historical figures from the Shinsengumi and all of that. So you get a wonderfully entertaining story along with some historical data, and it all stays very interesting and incredibly entertaining. So that's why I think Kenshin's the best! ^_^

Besides, you gotta love his "Oro?" @.@ ^_^
