No. The X isn't always a sign of Xehanort, but rather the Xblade. Xemnas named the org memebers with an anagram of their real names with an X because of Xehanorts obsession with it and he marked Sora with it for the same reason.
However not every X is a sign of Xehanort. Remember Eraqus also wore an X in his outfit and it wasn't until Ventus was taken in by him that one was added to his outfit as well. That shows TAV wear the X because Eraqus does.
The X is meant to be symbolic I think because the Xblade.

WANs story hit me hard, everything about his story was great and his death and start of the avatar cycle was tear jerking but not nowhere near as much as this finale.
