Why does BHK have two Keyblades?

Now it's been said that BHK is the perfect combination of light and dark thus making him twilight. But why do we need a keyblade master of twilight. I think BHK doesn't exist to fight just heartless I think he exist to fight twilight it self. think about it, the only reason riku or sora beat the orginaztion memembers because of the limitations of Castle of Oblivion. If Sora fought Axel in regular KH most likely he would die in a few minutes. Sora can't even beat the damn dusk in the beginning of KH2! BHK probally became a keyblade master because the origanization is becoming a threat to the worlds thus a keyblade master of twilight must be chosen to fight them(who is also twilight). BHK. This is probally for the same reason Sora was chosen to become a keyblade master because the darkness was getting to powerful. Thus we might or (because we all know that BHK will fight Axel) will see BHK taking down not just heartless but dusk and Originaztion memembers as well.

Or in other words you're saying that keyblades are given to people to keep the balance?

yeah but if BHK is created for that purpose then the heartless and asnem must not be that big of a threat.
