In the begining of the game where Donald and Goofy get knoked off the ledge by 2 soldiers why, ten seconds later when you're fighting 10 soldiers, can they fight fine? Any theories?

No, They drew there weapons before they got knocked off. It was for comedy and so that they would find Sora! Besides they were on a fire escape, it's fairly hard to fight on one of those.
