Think about it, if a man with as much darkness as Ansem's original persona created a Heartless, it'd be an amazingly powerful heartless right? It'd have to be, but Ansem SoD turned out to be a crippled shell of his former self. In fact, the only things Ansem SoD seemed capable of (before taking Riku's body) were: Talking, Using Corridors of Darkness, controlling heartless, and DDD Spoilers... Traveling through time

It's also interesting that Ansem was never slain by the keyblade. When he is "defeated" by the light of "kingdom hearts", it simply returns Riku's body to him and Ansem goes with.
So my thought is that Ansem, SoD wasn't a heartless at all. I'm thinking that he was a PPS with Heartless-esque qualities. It would solve a great deal of mysteries around him, and it would explain a few more things.

That is Xehanort reduced to just a heart - The being you and your friends called "Ansem."
It's interesting how he specifies those things... referring to him as "Ansem" with the quotations around that name, and specifying "Xehanort reduced to just a heart" as opposed to saying "Xehanort's after becoming a heartless"

An important thing to note here is what we learn in the final world... Master Xehanort plans a Keyblade War correct? Who does that keyblade war involve? Primarily it involves Xehanort's Darknesses and the Guardians of Light. Thus if a keyblade war is to occur between the two parties, the darknesses would have to obtain keyblades, yes? Here's what I'm getting at, Heartless cannot wield keyblades and if "Ansem" is to be of any use to Master Xehanort, he couldn't be a heartless
