Vexen is a man.....in my opinion it should be pretty obvious......Larxene is the only female of the Organization that we know about............unless Zexion or DiZ aren`t tellin us something...........He was an old man, and he woulda died of old age quickly if Axel hadn`t stepped in, i think

btw- Its not a skirt, its his jacket- they ALL have one just like it! and ALL the men have `chests` similar to his...in fact...in those jackets they all have womenly figures! lol
