Well the scene posted in the picture was changed into where axel and saix have their conversation.They are friends but everything changed as soon as they entered the org after becoming nobodies.Saix and Axel were planning to take the ORG by eliminating the members in CO to give him (Saix) a higher rank.Saix seems to believe that Xmenas is a nutcase.Actually the whole ORG thinks that because they don't know of his true objective.
