last chance and once more leave you with one hp left after you take massive damage. I guess berserk charge raises ur strength but im not sure.

Berserk Charge lets combos continue forever, while MP is charging fully, until MP is charged fully. Last Chance or Once More leave you with 1 HP after being hit by an attack that would normally kill you.

To answer the thread starter's question, either you level up to a certain level, or you get it during an event battle. The specifics, I don't know.
