You can't assume just because there's a similar background that these images are a part of the scene shown in FM+ This scene could easily take place at another point in the storyline as the FM+ scene though in the same location. Let's review the precedant, given history's habit of repeating itself. Square Enix went to a lot of effort to recreate the feeling of the FM secret movie in-game, even though it occured chronologically outside of the game's storyline. There's no reason to believe they won't do the same here.
