Learn how to spell ORGANIZATION. He's already in drive mode. The Drive meter can only hold 3 full bars. When you unleash one full bar, you use one whole bar up and go into drive mode. THAT'S when the Drive bar changes and turns to five. Haven't you noticed that the colours are different? Yeesh. He has a full 5 bars worth to attack, and when he uses all 5 bars up, he changes back.
