THEORY:
Cloud's emotions are strong. His emotions separated from him and became individual people, and Cloud the empty shell not sure whether to choose light or darkness.

CONFIRMED:
Sephiroth is Cloud's darkness. Tifa is his light. This was confirmed by Nomura.
