Roxas and Xion are the shared forms/entity that is Sora (his memories, knowledge of skills,..). He is simply them together (as a whole), the 'original'. However they were Sora and themselves (having Soars knowledge along with their own being and skills that they learn). Sora has more experience in battles against heartless, nobodies, and the organization, he also considered stronger willed. Roxas is Soras true nobody, with more original source of memories/traits from Sora himself, while Xion is simply a being made from the memories took from Namine and put in a replica by Vexen. She is able to get stronger to get to Roxas' level only by drawing the power/memories from Roxas himself. (basically if Roxas could do that from the beginning, Xion wouldn't be in any rank). Even with almost having Soras complete memories and still draining Roxas during the battle in 358/2, Xion lost to Roxas (Xemnas knew Roxas was stronger which is why he built those machines as well). Also Roxas was able to get the best of Riku (before he released his Ansem darkness), while Xion was defeated by said pre dark Riku.
Say post KH3, with all 3 having their own beings and memories, I think it would still be the same, if not easier without them having any knowledge of Soras' skills. Also, Lea(Axel) is able to defeat Xion (before having a keyblade) but got stalemated by Roxas in KH2. In KH3 RM, Xemnas says to Lea that he cannot defeat Xion by his own hands even without memories of her, as a taunt of him being nice and more good hearted now than he used to be and he wouldn't strike her down. Also near the end of that battle, Roxas saves her.
