In Dream Drop Distance, Nomura has made Xehanort an almost omnipotent villain. Much of what had happened thus far went according to his plan (Xemnas creating the organization, Maleficent gathering the Princesses, etc.)
So, what if he has one last surprise up his sleeve?
What if... one of his darknesses... one of the men with a seed of Xehanort...
Is Ansem the Wise!
Ansem the Wise has the same shade in his eyes as Xemnas. Look closely:

This video is in fairly high quality, and if you full screen it, you'll notice that the two have basically the same tint of orange. Although it is true that Isa and Xigbar had shades of yellow as a result of their Xehanort connection, Xemnas and his Heartless counterpart had orange, thus signifying this color as another sign of the Xehanort seed.
It seems strange that Ansem the Wise, a peaceful ruler of a paradise of sorts, would be so obsessed with investigating darkness and the Heartless, doesn't it?
By the time of Birth by Sleep, Ansem's eyes have already turned orange:

So, at some point before BBS, MX found a way to connect his heart to Ansem the Wise... which means the experiments with the Heartless and subsequent fall of Radiant Garden had all been planned.
Furthermore, MX refers to Radiant Garden as the capital of light when speaking with Terra in BBS, so it seems he has been there before.
If MX did connect his heart to Ansem the Wise, then there is another shock in store for us...
For quite some time, Nomura has referred to the data hidden within Sora which will help bring back the people he is connected to.
In the recent director interview, Nomura stated the following:
I believe Master Xehanort WANTS this to happen so that the 7 lights will appear and clash with the 13 darknesses. As a result, the true X-Blade will form and a new Keyblade War will begin.

In the recent director interview, Nomura stated the following:
— Before the ending, Riku receives research data from Ansem the Wise. In the next title, will that be the key to bringing back the people who are sleeping inside Sora?
Nomura: You could say it’s the key. That data contains the details explaining the way to connect lost hearts.
I believe Master Xehanort WANTS this to happen so that the 7 lights will appear and clash with the 13 darknesses. As a result, the true X-Blade will form and a new Keyblade War will begin.
