Uh, did you not read it? In the first one he is saying that he believes she was created on the night of the storm, and in the second one he is saying she was created in HB.

In the event that he didn't go back on what he said, that means Namine couldn't have been made as the necessary ingradients for a nobody are missing.

In the actual scenario that he went back on what he said, the requirements to form a nobody are still unfulfilled.

Meaning, to make my chicken noodle soup, I need broth, chicken and noodles. I have broth, but it's across the room; and I have no chiken or noodles, so the soup can't be made.

I really think the food analogy is pretty clear, so I'll use that one, but detail it better.

To make my chicken noodle soup [Nobody], I need broth[Heart], chicken[Soul] and noodles [Body]. I have broth, but it's across the room [Inside Sora]; and I have no chicken or noodles [Shell is gone], so the soup [Nobody] can't be made.

The forcing out of Kairi's heart. Darkness overtook her, but was not able to corrupt her. He heart was forced out, and because she had no darkness, no made was made. This is proven in Kingdom Hearts 1 as we see her shell, empty, not a nobody, in KH1as well.

Kairi's body and soul were unable to form a nobody. No heartless can be made because she has no darkness. The body and soul are left behind in the realm of darkness by the heartless. The body had no darkness, and unable to disappear from the realm of light.

The process of becoming a nobody happens in the realm of darkness. None of the pieces that make up Kairi went into the realm of light, thusly unable to make a nobody.

Doll, the process of becoming a Nobody occurs in the in-between realm, not the dark realm.
And even if she hadn't become a true Nobody due to that, Ansem still believed she could have been made then. Meaning Xion could have been made then.

Nope. They have to be nobodies first to get rejected.
Even still, when you lose your heart, where does the body and soul go?
Realm of darkness along with your heart. The shell gets left behind, and THEN spat into Twilight Town, after forming the nobody.
