To turn that dragon into a Heartless so they could have the Nobody
Well, if you remember the Emperors lines he mentioned that someone disturbed one of the majestic dragons and turned it into heartless. So you can speculate that Xigbar is the one that turned the Dragon into a heartless so Sora could defeat it. Would give Riku a reason to show up there as well, seeing as he might have tried to handle Xigbar or the Dragon heartless on his own only to encounter Sora...
There are a lot of possibilities but the first one listed seems the most probable.

They didnt know Riku was still alive. They thought Roxas took care of him.
Sai'x said that they thought Roxas killed him in TWTNW.
Also they wanted the dragon to attack the city and steal many hearts.
Xigbar is there so Riku doesn't have to be. Well, after you encounter him on the mountain.
What do u mean?, Riku wasnt part of the organization.
Sora fights Riku on the mountain, hooded, using the Soul Eater and throwing Nobody-like energy at him. Sora gives chase to find a cloaked person at the temple, who turns out to be Xigbar.
Ok, BTW. Why wasnt that fight ever finished. Did Riku just run away?
lol. Perhaps he was just trying to protect sora, but i wish i got to finish the fight.

I seriously think they should have showed a cutscene of the battle, then.

Xigbar apparently supplied Shan Yu's army of Heartless and also killed Shan Yu after Sora has at him.
