Why Xehanort is back to his normal self in 3d and not in Terra's body theory

Here is the thing you're sort of assuming Xehanort was saying both the people on his list were vessels and that's not what he said. What he said is that two of the people Mickey listed belong to him. By stealing Sora he stole Ven, both of them at that moment belonged to him, and thus neither of them could be a light even if only Sora was able to be a vessel it keeps Ven's heart from being able to be returned.

Also I'm pretty certain Xehanort is more than aware of Ven's heart being in Sora. He's basically a genius and would have likely realized it the moment he saw Sora's Nobody is Ven's twin. He probably could also sense Ven's heart inside of Roxas/Sora or heck seeing as he scanned Sora's memories in KH1 it's quite possible he learned right then and there what transpired. Of course the fact Vanitas is also Sora's twin also is pretty good indication, and Sora having two keyblades is even more evidence. Really there are so many signs screaming it and Xehanort is one of the few people to have seen all the signs it's hard to imagine he couldn't put it together. Especially since fans had put it together long before BBS was even out.
He stoled Sora's but not Ventus's body which wouldn't really help Xehanort at all except that he has a hold of Ven's heart when Sora was in the darkness. That part is true but Xehanort needs to be a little more smarter than that because he and his 12 others need to clash with 7 guardians of light or just the princess of heart in order to complete the X-Blade.

YES. It'd be great to find Terra 'reformed' or whatever at the Keyblade Graveyard. I mean that's where MX first snatched his body and heart right?

In all honesty the location of where Terra or even Xehanort reformed is off. Xehanort reforms as the old man in DDD but his heart & body was separated in the Graveyard. Terra's was separated in the lab but he wasn't there when Braig and the others reformed.

Xehanort's either somehow learned to tweak the reformation process or he came back in Terra's body and purposely reformed as his old self in that specific location in DDD.

Lots of mysteries and hypothetical.

Jeez, you still entertain that possibility despite it having been you who originally threw this one decisively out of the window by posting visual proof that the MX in DDD is indeed MX with his true, original body back in place?

I only decisively threw out the window that the Xehanort was saw in DDD was his old body. Whatever happened in-between is something the fans that still care enough to wonder can ponder. =w=
I used the stance they reformed separately from the moment Xemnas was destroyed as a basis but you know better than anyone I never completely throw out every possibility.

It should never be overlooked that something is incredibly off about Xehanort reforming or how we, as the audience, are shown by the makers through Braig that "Xemnas isn't there". They went out of their way using Braig to point that out.
