Maleficient, if you have any self respect left, cut pete loose. He's dragging you down the gutter, your becoming more irrelevant with each game. Mickey didnt even bother to finish you off, thats how pathetic you've become

How does Mickey not trying to finish her off make her pathetic? They didn't even physically fight.
Also her irrelevances is also debatable, seeing it is implied that both her appearances in Re:Coded and DDD where to set up her plot in the next game, she did say she had big plans.

Isn't it obvious?
Mickey is one of the good guys and the mascot of Disney on top of it, they wouldn't allow him to destroy someone in a preemptive strike. People like Lea or Riku might get away with it, but Mickey wouldn't "finish someone off" just because he can, he would only do so amidst a true battle or in self defense.
Maleficent agreed to back down for the time being, so Mickey saw no need to start the battle again, also because he wanted to return to the Mysterious Tower quickly.

Well there wasn't that much time go after her and as Sehpiroth said he was in a hurry to get back to the Tower, he really didn't have the time to run after her and finish her off. An outright fight between him and her would have taken too long.

So far none of the good guys finished off someone by performing a first strike, there was always a battle involved beforehand and we didn't have anyone commit "murder", Riku on Beast in KH 1 may come close as attempted murder, but Riku wasn't really a good guy in KH 1.
Besides, there's still a difference between an original character on the good side and a Disney character.

Didnt donald and goofy, help sora kill disney and original villains? And what about sora ruthlessly finishing of luxord, when he clearly surrendered?

Maleficent and Pete agreed to withdraw even before a battle could be started so Mickey attacking them then would clearly pin him as the aggressor.
As for the Luxord battle you'll notice that Donald and Goofy weren't involved in this one because Luxord captured them with his cards beforehand just like Riku and Kairi, so Sora was alone to strike him and by now it should be well known that despite how friendly he normally is he will show no mercy to those who capture or hurt his friends.

Ruthlessly... yeah... that Luxord didn't just kidnap his best friends and attack him or anything like that... It looked more like he was putting a guard up not surrendering...
