Well, Mickey is the Mascot of Disney. They wouldn't just go "Here, have our most important Character and do whatever you want with him!"... So they only allowed them one single scene.

Disney is notoriously protective of their intellectual property. They have an entire team devoted to making sure portrayals of their franchises and characters are consistent. Kingdom Hearts was an uncertainty and Disney was also under a tighter grip in those days.

Disney was unsure to let Mickey be the protagonist to an uncertain game, but at the same time was adamant in having Mickey references in the game.
Kind of a crazy demand, which also brought us KH1 Sora's clothes, made in order to resemble Mickey's clothes, at least in colours.

Oh, I could've sworn there was a specific quote from an interview somewhere.

Oddly enough, as a footnote of information, there was a cancelled Disney movie around 2002 titled "The Search for Mickey Mouse"; it's worth a Google search. Maybe hiding Mickey and letting the other characters shine was a thing in the early-2000s?

Which makes sense considering that Mickey's predecessor Oswald the (not so) Lucky Rabbit was stolen from Disney himself.

The irony here is that Walt Disney stole Mickey from his other partner later on as well as credit for most of his partner's milestone achievements in animation. History of art and design had this very lengthy chapter that pretty much is a roundabout way talks about how Disney the man always had a habit stealing people's work and using friends like slave labor that bled into the modern day company's policies.

Kingdom Hearts was conceived at a time when Michael Eisner was CEO of the company, and trust me, that man was as manipulative and power hungry as they come. It's a miracle that Square was able to create a game like this in the first place during Disney's low period.

Yeah, they weren't going to make Mickey the main character throughout the whole thing until they were sure this franchise would sell. Plus, in my opinion, the story would have been made a lot worse without the mystery surrounding this king, what he was doing, how he knew everyone's name, and the journey he set everyone on. He was playing the universe's largest game of chess, and you couldn't even see him doing it.
