So how cme we didnt count ansem the wise before Kh3d? heh did axel get priority becouse he's more popular. Anway If he came back to life at least radiant garden would be in good times

They won't need Kingdom Hearts for it, Nomura already confirmed that Ansem's data is the key and Yen Sid said that by opening the seven keyholes of sleep Sora and Riku already gained the power to awake sleeping hearts and bring back the tormented ones.The power gained in DDD + Ansem's data, the combination of that should be enough.
After all, Data-Sora did grow his heart all without Kingdom Hearts, Vanitas' newborn heart was also formed without KH, so why should it suddenly be needed now?

Axel was never a part of those needing to be saved directly by Sora, he didn't call Sora's name in Blank Points, as Nomura pointed out.
It was more or less really only fan favoritism, and as we learn now in DDD Lea came back without really needing help.
I did count Ansem the Wise ever since Blank Points since he did call out to Sora (when giving Aqua Sora's name) so he's one of the seven.
