Who is the Anti Black Coat Nightmare? Did they ever explain this, or are they fulfilling their obligation of one "mysterious character" (Xehanort) per game?

It was just a plain 'ol Nightmare, with nothing really special about it.

That was a very poor boss in that case, let alone, one of the final bosses.

I expected story relation.

There is story-relation, as in that the Anti Black Coat is the opposite of Riku as a Dream Eater. Y'know, Riku took the role of a spirit Dream Eater inside Sora's dream as revealed by Ansem, and just like any other normal Dream Eater, the Spirit "Riku" has also a Nightmare form, and that is the Anti Black Coat.
They even have the Dream Eater emblems on the same parts of their outfits.

The very final boss is also just a plain 'ol Nightmare (as to speak with Ruran's words), it just happened to move Ven's armor around like a puppet while Sora was inside it.

It was Sora's Nightmare, just as Riku is Sora's Spirit. Hence the camera zooming in on Riku's spirit symbol, before the nightmare symbol appears on Anti-Black Coat's back.
