Personally, I always thought that the measure of strength among characters in KH is irrelevant because it's something the series doesn't focus on and all the characters have a wide array of skills, so it really depends on what you mean by "most powerful". Like if we're referring to strength of heart and over all contribution, while typically non combative, the PoH collectively are probably the most powerful as they equal Kingdom Hearts. If it's strongest Keyblade Wielder the lines blur quite a bit since there are so many skills, abilities, and methods, and none of them have something that would make them vastly superior to someone else, at least for maybe experience. Generally speaking, for simplicity sake, I'd put all certified masters as the top tier, but there isn't really anything that forms a huge schism between characters, like let's say, Master Aqua and Master Riku. They just have almost completely different skills, abilities, discipline, etc. Then to blur the lines a bit more, the master title is more of a formality than anything, Terra and Sora obviously being at master level as far as strength goes, but failing in other regards.

Then there are other skill sets like magic, which is a very powerful source in KH, but magicians, wizards, etc usually lack in some other regard to make up for it, or brute strength like with Terra, but then he's as slow as his name sake.

I know it sounds like I'm beating around the bush, but with a series like KH it really depends on what you mean by "most powerful". As far as the protagonists go, I consider Sora, Riku, Kairi, Aqua, Terra, Yen Sid, Mickey and Roxas as the "most powerful" for various reasons. Maybe Lea as well, but I'm not entirely sure where to place him yet.

I agree with Ruran on the matter that's honestly very difficult to answer because the series is inconsistent.
But the bigger factor is preference, each character shown in the series fights and utilized their keyblade & skills in a different fashion which doesn't in of itself make any of them less skilled or powerful than the other.

Terra focus' on raw power yes but to fully exploit that raw power he's also the keybearer that makes most use the keyblades ability to transform as seen with his ultima cannon shotlock and the LW's battle style of using guantlets, whips and the glider.

Aqua, in contrast, focus' more on magic. Being trained by the same teacher her and Terra would obviously know the same things yet the only time she makes use of transformation is to travel and to defend herself during travel.
Yet even so she's proven to not only be equal in power to terra but also powerful enough to topple Terranort and vanitas every time she encountered him.
This doesn't make her more skilled than terra nor does it make him less, she just focus' her skills differently than him.

The same is true for Roxas, Sora, Ventus and Riku.

Sora has also defeated Riku solo when he was possessed by Ansem.
Riku has toppled Ansem single handed twice.
Roxas is sora's nobody and as we learned in days holds half of his power and despite his he still lost to Sora in a one on one battle even though Roxas was showing signs of gaining the upper hand in raw power.
Ventus started out fairly weak but by the end of bbs could handle Vanitas alone just like Aqua showing that he's also caught up to the others to an extend.

In short it's bout hard to tell or even properly gauge them and at the same time I don't see the need too.
Of all the current characters the only one I'd consider weaker than the rest is Kairi since she's only getting started.

Everyone had different abilities such as...Sora:his connections to other people making his hearts strong
Riku:His power over darkness Kairi:inability to be corrupted by darkness Aqua:great skill over magic Ven:full of light and very agile Terra:has great strength

Overall, I'm going to say Mickey is the most powerful good character. We don't even know how powerful Yensid is though, and probably never will.

I know you meant to say this as a joke, but Naminé's ability to manipulate the memories of people connected to Sora sounds terrifying in the wrong hands.
I wasn't saying it as a joke at all. She's the most powerful "good" character in the series. She can literally change someone's entire identity and personality. She can create new ones for them. She can break hearts. She can turn people into nothing but mindless puppets. She has an immense control over memories, and by extension, data. She can manipulate people into doing whatever she wants. And she has this power over Sora and everyone connected to him (something that gets increasingly larger by the day). I think she's clearly the most powerful character and it's a shame most don't.

Namine is pretty op. Zexion might come to mind too. He can trap people in books! You know how terrifying that is!?

Zexion is not a "good" character though so he doesn't count.

As some answers already said though, there isn't a definitive answer to this question for several reasons. One being the series' own inconsistency on the matter and another being that "most powerful" also needs to be defined first.
Most powerful in what?

overall battle prowess? Then Naminé surely already falls out of the roster. In this category, I would also tend to either Mickey or Aqua, maybe even Riku.
knowledge and wisdom? Yen Sid, nuff said.
agility and speed? Ventus.
raw physical power? Terra.
versatility? Sora (and Roxas).

What category would Naminé even be in? Overall most powerful?
Maybe, but one has also to keep in mind that she would need time and room to use her powers, as it is obvious that they are not taking effect instantly, or Marluxia would have had Sora as his pawn immediately when he set foot into Castle Oblivion.
She cannot really fight, isn't very agile or fast, has no substantial physical power (I even dare assume that she's the weakest in terms of physical power, in a physical brawl, both Kairi and Xion would defeat her) and her knowledge, while bigger than many others, certainly doesn't match Yen Sid or even Ansem the Wise, so she might be outwitted, outrun or simply beaten before she can actually bring her super powers to bear.

Every one is pretty powerful in their own way, so it's really hard to come up with the most powerful in the series. In terms of strength they all have a weakness too and I think that weakness is connected to their emotional ties with their friends. Whoever has the most control over their friends can have control over their heart and be manipulated in some way. In this case no good character would manipulate one another unless they were being possessed by someone who has a terrifying power. Namine only falls under this as she is the only good character with powers like this, but it takes too much time and requires someone to enter Castle Oblivion for it to work.

Other than Namine I think Riku comes pretty close considering he has the power of darkness on his side. I know he's really intelligent when it comes to battle, using his enemies weaknesses to grab the upper hand. Having both light and darkness is pretty powerful in my opinion. Still the answers are a bit indefinite. I guess it really matters on people's personal opinion unless the question falls under a certain category.

If this was for bad characters as well, I'd vote for Zexion *cough*

The last part's actually not true. Castle Oblivion didn't have anything to do with Namines individual powers. If they did she wouldn't have been able to move to Twilight Town with DiZ where she continued to fix Sora's memories.

And it should be remembered that the time limit likely varies. Sure it took her 20 days or so to alter Sora's memories in CoM but she was slowly changing old ones to new ones.
While at the same time she showed ease at just smashing Repliku's memory in a flash.

And it only took her so long to fix the mess she made because of Roxas & Xion's existence and them absorbing the memories she undid in Sora.

This was the first time using her powers, so maybe she learned how to do it more quickly.

There isn't a single force in the world that could compete with KH1 Sora. If only he hadn't gone into Castle Oblivion and forgotten all of his mad skills.

Story wise Riku is probably the best character right now, though I'm sure it'll end up being Sora again by the time KH3 ends.

If we're talking playable characters I'd actually put Riku as the wisest and Aqua the most magically powerful imo. Riku just feels the most worldly experienced while Aqua's the only one who's a straight up mage.
