Terra looks like the strongest physically, but it might be like comparing Sora and Riku. Riku looks stronger, but Sora can beat him. It might be the same with Ven and Terra.

i can clearly see terra being the strongest as in physical strength and aqua best in magic. ven seems to have the most skill because he holds his keyblade in a different stance.
