You're continuing to grasp at straws with this.

Food and sleep (normal 8hr sleep) have never been priorities in the series. If you do want to dwell on it, he probably ate off the land or bought food from vendors. Sleep? Pitched a tent or got a room somewhere. The man was a vagabond. Why would he need a castle. Why would he build a castle in a barren wasteland he wants to stay a barren wasteland?

She's not saying that he couldn't if he wanted, but that because of Xehanorts wandering nature that he would be unlikely to.

"Establishing headquarters" hasn't quite been a central theme within the series, as Spockanort pointed out. At least with Xemnas and TWTNW, he had the long term commitment of Org. XIII, a problem that MX doesn't have due to the nature of his new Org. If MX did have to establish a headquarters of sorts, I'd imagine he'd take over CO.

Or he just keeps using The Castle that never was, as Nomura not only hinted that the special properties of that world have a hand in why Xemnas, Ansem, Young Xehanort and MX can exist at the same time but it is also still available.
You don't need to establish a new headquarters if you already have one, not to mention as Spockanort pointed out, a headquarters is probably very low on Xehanort's priority list anyways.

he abandoned it at the end of ddd. xehanort most likely has no more use for it anymore

That is just an assumption on your part. The only fact we have is that Master Xehanort left the throne room, we have no indicator if he left the world as a whole at all.

CO would be a great new HQ. plenty of rooms plus ventus is literally within xehanort's grasp
