Yup. I always Level up my Final Form in Twilight Town.
At the Tower, here's a little hint:
You can get 26 Nobodies real easy by going outside, then going to the first flight of stairs.
You'll still have Drive Power left, so hop onto the Gummi Ship and go right back!

Use thundaga a lot. It kills major amounts of nobodys.
